Report available: Study on the Entrepreneurial Dimension of the Cultural and Creative Industries

The Study, commissioned by the European Commission, responds to the growing importance of the creative economy, and more specifically of the role of the Cultural and Creative Industries (CCIs), as tools to tackle Europe’s current and future challenges. The report highlights transversal problems common to all these CCIs. It indicates specific challenges that could hamper entrepreneurship and prevent CCIs from benefiting from the internal market and the digital shift. The report provides an understanding of the key determinants for strengthening entrepreneurship for CCIs, such as:

  • access to finance;
  • market barriers;
  • intellectual property rights;
  • education and training;
  • innovation;
  • and collaborative processes.

From these key challenges, the study suggests general approaches for developing a conducive environment as well as specific recommendations to provide support for each determinant, highlighting best practices and taking into consideration sector differences, the different levels of policy as well as the different development phases in which the CCIs find themselves.

Throughout the study, around 40 Best Cases illustrate key approaches and initiatives. Similarly, anonymised relevant comments from the many experts interviewed during the study are presented where appropriate.

K2M together with Hogeschool vor de Kunsten Utrecht (HKU) and Eurokleis Srl have been awarded a study on the entrepreneurial dimension of cultural and creative industries in Europe

This study aims to provide the European Commission with a better understanding of the operations and specific needs of companies in the cultural and creative industries, especially SMEs. It will consider environmental factors, in particular regulatory issues, which influence the development of these companies, as well as access to finance and entry barriers. Research and development is an area of particular interest. A specific focus is on identifying and highlighting the transversal challenges facing these enterprises, regardless of the cultural and creative industry to which they belong, and, as far as possible, pinpoint problems more specifically linked to each of the industries concerned.

K2M awarded a contract on part-based annotation of SVG files

Profits for publishers in making books accessible to all

Many people have no access to most published books. European researchers are trying to remedy this by adapting new technologies to provide accessibility on demand for the visually impaired.

The dream is to make all new publications simultaneously available in formats such as Braille, large print and audio. This will mean the blind, the partially sighted and those suffering from reading disabilities such as dyslexia have the same access rights to information as the rest of society.

While the driving force behind the research is helping the ‘print impaired’, who make up between 6-8% of all Europeans, a substantial and hence profitable new mainstream market is also being created.

The ~EU-funded EUAIN project and its successors have brought together the publishing industry in Europe with accessibility organisations for the first time, and a whole new type of publishing is in the process of being created as a result. More …

Knowledge transfer between research institutions and industry

The importance of improving knowledge transfer between public research institutions and third parties, including industry and civil society organisations was identified by the European Commission as one of ten key areas for action. This gap is largely due to a less systematic and professional management of knowledge and intellectual property by European universities compared to the North America. Moreover, efficient knowledge transfer in European research institutions is hindered by a range of factors, including: cultural differences between the business and science communities; lack of incentives; legal barriers; and fragmented markets for knowledge and technology. More than 40% of EU27 enterprises are active in innovation

In the EU27 42% of enterprises from industry and services reported some form of innovation activity2 between 2002 and 2004. Among the ~EU27 Member States the highest proportion of companies with innovation activity in this period was recorded in Germany (65% of enterprises), followed by Austria (53%), Denmark, Ireland and Luxembourg (52% each), Belgium (51%) and Sweden (50%). Ensuring current and future access for research and innovation in the digital age

Access to research results has a significant role to play in driving innovation and maintaining the quality of research. Developments in digital technology challenge existing business models and practices for making research results available, and with open access research funding bodies are taking different approaches. The Commission has therefore today launched a policy document to examine how new digital technologies can be better used to increase access to research publications and data as an important driver for innovation in our increasingly knowledge-based economy. With this new approach, the Commission launches an ~EU-level framework to support new ways of promoting better access to scientific information online and to preserve research results digitally for future generations. Over 400% growth for creative content online, predicts Commission study – an opportunity for Europe

Revenue from online content will reach EUR 8.3 billion by 2010 in Europe, a growth of over 400% in five years, says a new study for the European Commission. For the most advanced sectors, online content will represent a significant share of total revenue: about 20% for music and 33% for video games. Thanks to the spread of broadband, the roll-out of advanced mobile networks, and the massive adoption of digital devices, the study shows that mass market online content distribution is becoming a reality, creating unique opportunities for Europe.
